An alleged vigilante road rage incident in Western Australia's north has led to the arrests of three people and a power outage that impacted more than 2,000 Horizon Power customers.

Broome police allege Richard John Oliver, 31, and Lillian Leanne Bin Kali, 32, broke into a home on Sahanna Place in the suburb of Cable Beach about 2:30pm on Saturday.

It's alleged the pair stole two mobile phones and other personal items, before being "disturbed" by two male occupants of the house, both aged in their twenties.

Police say one of the men tracked Mr Oliver and Ms Bin Kali to a supermarket on Reid Road before confronting them.

They say Mr Oliver allegedly threw a rock at the victim's vehicle before he left the scene.

Police claim another man, Greg Ryan, 39, who is known to Mr Oliver and Ms Bin Kali, then drove his vehicle "at a speed" and rammed the victim's vehicle a number of times, causing it to veer into a power pole.

Mr Ryan also allegedly lost control of his vehicle and collided with the same power pole on Reid Road, in one of Broome's residential areas.

WA Police has charged Mr Ryan with five offences including reckless driving, no authority to drive and unlawfully endangering the life, health or safety of a person.

Ms Bin Kali and Mr Oliver have been charged with one count of aggravated home burglary and stealing.

All three appeared at Perth Magistrates Court on Sunday and have been remanded in custody.

A Horizon Power spokesperson told the ABC the incident resulted in a power outage, which impacted about "2,000 customers".

Most of the homes affected by the outage had power restored within an hour and a half, while about 90 homes were offline for three hours.

The ABC has this week reported on unseasonably high temperatures in the Kimberley, with heat records broken in some northern towns.
