A pedestrian is dead and another is in hospital after being hit by a car in Melbourne's inner south-east.

Police had just arrived after receiving several triple-0 calls about a noisy party and gathering in Sir Zelman Cowen Park on Glenferrie Road in Kooyong when they witnessed the three people being struck in a car park at around 1:10am on Sunday.

One of the pedestrians, a 24-year-old woman from Clifton Hill, died at the scene.

A 26-year-old woman was taken to hospital with serious injuries.

A man who was also hit was not physically injured.

The 23-year-old driver of the car was arrested.

The Sunbury man will be interviewed by detectives from the Major Collision Investigation Unit.

A police spokesperson said detectives were investigating whether speed, alcohol and drugs were a factor in the collision.

Professional Standards Command has been called in, which a police spokesperson said is normal protocol when officers are in the vicinity of a fatal collision.
