Anthony Albanese has ruled out bringing forward legislation to slash student debt by 20 per cent to this term.

The PM announced the policy on the weekend at a campaign-style rally in Adelaide. But Labor has no plans on introducing any legislation this term, and say it's part of its second term agenda.

"We make no apologies for this period out from an election saying what a re-elected Labor government will do," Albanese says.

His response was to a question lobbed at him from Greens leader Adam Bandt, who is claiming a win over Labor's announcement.

The PM uses his answer to take aim at Bandt for leading a party that continues to delay his Help to Buy policy (the legislation would establish the scheme where the government would co-purchase homes with 40,000 first home buyers).

He adds he's not even sure if the Greens have committed to support the legislation currently before parliament to make changes to HECS indexation.

"I'm not sure whether the Greens political party have committed to amend that, or support that, I'm not sure," the PM says.

"Because even when things are their policy, they say they're not voting for it.

"There's a range of legislation that we've committed to for this term, we want to see carried this year or when parliament sits next year."
