The CCC report found a Horizon Power technology manager invoiced a company he owned to pay down a credit card debt and had employed his wife as a contractor for the business and charged Horizon Power $700 a day.
In a media statement issued by the CCC after it tabled the report, it warned: "The conduct detailed in the report is not confined to this single incident or work place, but may be widespread throughout the community."
