A 45-year-old West Australian man has been charged with three counts of aggravated assault after allegedly restraining two children with cable ties outside a Broome home on Tuesday afternoon. 

Officers were called to a Cable Beach street at 2:15pm for a reported trespass incident.

A video live streamed to Facebook around 2:15pm shows angry scenes outside a property, with two children against a garage door.

The children, confirmed as a six-year-old girl and a seven-year-old boy,  are shown to be linked together at their wrists by cable ties.

A WA Police spokesperson labelled the incident as "confronting" and confirmed an investigation was underway.

Police allege the force used to restrain the children "was not proportionate in the circumstances".

The man has been granted bail, and is expected to appear in court at a later date.

An earlier photo circulating on social media showed a third child tied at the hands with the other two children.

Police say the third child, an eight-year-old boy, fled the scene before police arrived, but was later found.

St John Ambulance paramedics have conducted a health check on the children who have been reunited with their family.

Before being removed by the user, the video had been viewed 27,000 times and shared 1,800 times.

Member for the Kimberley Divina D'Anna called for calm after the incident. 

"The vision in the video was disturbing and confronting," she said.

"As the matter is subject to a police inquiry it would be inappropriate to make further comment.

"At this time it's important the community remains calm and allows the police to conduct the investigation."

The incident comes amid growing community concerns around juvenile crime in the Kimberley.

WA Police has deployed additional officers to the state's north as part of Operation Regional Shield in an effort to reduce juvenile offending.

A new on-country juvenile justice facility has long been coined as an alternative to Perth's Banksia Hill Detention Centre, but the project has consistently been delayed.
