The Star replaced all of its board and the bulk of its leadership following damning inquiries into its operations in NSW and Queensland. Last month, the group appointed new chief executives Daniel Finch and Janelle Campbell to helm its respective Brisbane and Sydney premises.

Neale O’Connell will join as interim group chief financial officer from next week. O’Connell has held stints as the global chief financial officer of Corporate Travel Management and Tatts, where he oversaw the merger between Tatts and Tabcorp.

“Katsibouba has decided to leave to pursue other interests. During her term, Katsibouba was instrumental in implementing the company’s capital structure initiatives during 2023,” the group told the ASX.

The group’s market value has halved since the first inquiry into the business in 2022, led by barrister Adam Bell, SC, which determined that The Star was unsuitable to hold its NSW casino licence after it found evidence of an extensive compliance breakdown that led to money-laundering, criminal infiltration and large-scale fraud.

Bell will consider, in the second inquiry, how The Star has progressed since he issued his original 900-page report.

Revoking the casino’s licence is one of five options that will be considered by the commission when it receives the findings of the 15-week inquiry.

“We do not take this decision lightly, but I’m not yet sure they have addressed the cultural reform Bell identified in his first report,” Crawford said as the second inquiry was announced. “Cultural change does take time, but you’ve got to be on the right track to start with; otherwise you’re just embedding the bad culture.”
